  17. <p>     Sixteen opposition parties and many of Madagascar's 12 million
  18. people are convinced that President Didier Ratsiraka rigged his
  19. 1989 re-election to a third seven-year term.
  20. </p>
  21. <p>     When 400,000 protesters marched on the President's palace
  22. two weeks ago, his North Korean-trained guard opened fire with
  23. rifles and grenades. The Red Cross reported that 31 people died
  24. in the capital city of Antananarivo.
  25. </p>
  26. <p>     Last week a general strike closed the island's banks,
  27. stores and international airport. Tens of thousands of mourners
  28. turned out for the funeral of some of those killed, and the
  29. previously neutral National Council of Churches joined the
  30. campaign.
